The membership of the JCR consists of 15 voted members and 3 Associate Members.

Voting members include the Chair (appointed by the Minister of Health and Social Services) and the Vice-Chair (appointed by the Joint Committee of current non-officer members of the seven LGBs), the Chief Executives of LHB and the Health Wales Specialist Services Committee. Officers.
